Does InstantPro have built-in cookie law compliance such as opt-out, cookie policy etc?

If not, how would I go about including this?

Yep. Simply go to edit your site and on the builder main page on the right under Website Tools you will see 'Cookies & Privacy', click that to see the relevant settings for showing cookie compliance.
