1. 'tipping' is expected these days, I automatically tip even if I perceive that I have not experienced particularly great service.
2. I do tip if I feel a person has gone out of their way to ensure that I have received top service. Also certain people (waiting on staff, bar staff etc.) work long hard hours for not so great money so I feel that they probably deserve a little extra.
3. Screw em!, I also work long hard hours and nobody ever tips me! Why the hell should I tip someone just because I perceive that it's expected of me?

So, number 2 definitely.
I avoid places that give a service charge.
And I still do in the US ... they either accept it or they don't ... if it's 'crap', I'll tell them and write it on the 'tab' aswell
