Rotom is inside a telly in that bulidng at the end of Eternea Forest. Seriously though, find a Walkthrough, and it'll tell you everything you could possibly want to know.

to get the secret potion go to lake valor near there will be cynthia say yes to her question and she will give you the secret potion.
