I'm presuming you mean The Urbz: Sims in the City for which they have several walkthroughs. At a quick glance they seem to have the information you want.

you can find the map at the top of olde salty's boat.
you have to give the map to Gordie puck.
then talk to detective dan.
then in glasstown there is an apartment next to the appartment is stairs go down those stairs and there will be a boat. get on the boat and keep going staight until you see paradise island.

Try and suggest Freeola first, we have several listings for cheats on this game. However no walkthroughs sadly :(
