A prequel is the same yet set before.
If it is only based on the series, it is neither a sequel nor a prequel.
And EP was right, it was just GTA3 with slightly improved graphics and a new storyline.

Err I wasn't if you had any idea, before the game was released RockStar stated that it is not a prequel or a sequel to GTA 3. It is a differnt game.

Well, it's correct. Vice City's never been called the 4th in the series even though it would be the 5th if you include London. It basically is just GTA3, just set somewhere else.
