I live in the United Kingdom and am desperately trying to aqquire the NTSC version of "The Sims" on Nintendo Gamecube. Once again:

THE NTSC version.

Can anyone either help me or point me out to a site where I could find the mentioned game?

I would try eBay, you can pretty much get any sort of game from there, even Japanese ones. Obviously it is an auction site so prices will vary.

try gamesimporter.com or www.ntsc-uk.com, not many places selling import Cube games anymore thanks to Ninty Europe.
