Just so you know, this is the PC Gaming forum. Not that it matters to me but some forum members really cry at night over this sort of thing.
Anyway, you need to make sure your not pointing your gun when your walking near the shop, one of the buttons makes John put his gun away (not sure which it is for the ps2).
Then you need to find the ally nearby which leads you into the back of the shop, sneak up to the leader, he'll be the closest one to you, and grab him to make the others put their guns down.
