If he's input the cheat code and then saved the game onto the memory card and overwritten the original game - bad news, your stuffed :(

Only way to get round this is to restart I think.

I did the same. I tried everything, and yes the only answer is to start all the way from the start. The creators really should have planned around this much better!

I love Peds. Attack!
I do "Everyone hates you" cheat too, and "Peds have wepons" cheat!

I don't see why they should have planned round this, you put in the cheat - you save over your normal game - you sort your problems out!

That happened to me on GTA3. I did riot cheat just for a bit of fun saved it (all this time i was on the last mission of the game) so then i had to start the game all over after having only one mission to do.

Very frustrating!

Don't use cheats then.

Simple.
