In answer to the original question: Ridiculous. If the weather forecast was never wrong, ever, then maybe they could start playing around with the language. New ways of being vaque are not required.

The whole point in pointing out the showers is so we know to look out for them. Do these people want actual weather reports or just being told that the world is fine, because if so I could record that on tape for them so they never have to face the real world again...

I think it's like a weather version of "deferred success" and I don't think it's a good idea.
People like a bit of adversity to struggle against anyway and the appreciate being told things straight.

It'd be a good idea for radio forecasts. But anyone who's actually watching the forecast and can't see that there's no rain above their area shouldn't really be given the benefit of any doubt.
