Sounds like Vice City, I have no idea though.

Yes this is very difficult.
Yes I almost threw my controller and PS2 out of the window.
You need to drive through the blue (I think that's the colour) hoops positioned around the harbour I think, although ending up at a "yacht" I'm not sure at.
