They are Magnum boots. Used by riot police and...other police.

The leaflet thing says he has loads of resistance against water, heat and electricty.

We get police issue boots for free, which are riot boots and weigh about the same as a London flat block. I bought some top of the range Magnums with my own money, and yes, I did get money off for being a copper.
