The samething happened to me, me and my dad shared an account but my dad started being stupid eg. Bidding on items and then deciding he didn't want it anymore so the account got suspended forcing me to create another one which only has 5 feedback at the moment.
I've added BINs to expensive items in the past - what usually happens is an idiot just buys it and doesn't contact you; last time it happened a guy from Nigeria (go figure) won my bid. Therefore I've stopped using it, unless it's a relatively cheap item.
The only way to reinstate my account would be send eBay bank statements and my passport; and because I've had no hassles in the past selling expensive items (though admittedly, not this expensive), I'm not going to send it to them where there's a chance they could mislay it or whatever.
