Its an automated system.  The only control you have is when you have some.  Then you can go into google webmaster tools and block ones you think are inappropriate.

Understanding of the algorithm that generates them is definitely in the realms of speculation at the moment.  So trying to do something to get them is a difficult to say the least.  Although the main "credible" advice is keep doing the things you're already doing to enhance your search engine rankings
