It sounds as if you are mixing up 2 stories.  There was certainly no TV episode where The Doctor has to give up his regeneration but there were a couple of stories from the alternative adventures and an 8th Doctor comic (The Flood, I think) which sounds similar.

In Logopolis the 4th Doctor prepared for his own regeneration and the Watcher was the waiting pre-regenerative 5th Doctor.

I'm aware of Logopolis but the name of the epsiode of which dr it was that surrendered his powers of regeneration to the watchers?
