Hello,
What version of Internet Explorer are you running and what version of Java runtime do you have installed?
When you browse to the upload page does the Java icon appear in the task bar by the Windows clock? If it does then try right clicking it and selecting the Java Console. This should give you some sort of error message regarding the loading of the Java applet (you may see the name Radinks mentioned, that is the applet publisher), which you can copy and paste here.
