If you think the jpg in the link you provided (i.e. not looking at it via your web page) still looks lower quality then there could be other reasons.
When you display the properties do you see 138281 bytes?
There are applications that speed up your internet surfing by compressing images - this would obviously explain what you are seeing. Hopefully you're connected via Freeola ADSL - AOL for example also have an image compression tool in their browser.
Does the image look the same on Firefox and Internet Explorer?
Again there are IE settings that can affect image quality.
If it's none of them, then I agree you're going round the bend! :¬P
