If you think the jpg in the link you provided (i.e. not looking at it via your web page) still looks lower quality then there could be other reasons.

When you display the properties do you see 138281 bytes?
There are applications that speed up your internet surfing by compressing images - this would obviously explain what you are seeing.  Hopefully you're connected via Freeola ADSL - AOL for example also have an image compression tool in their browser.

Does the image look the same on Firefox and Internet Explorer?
Again there are IE settings that can affect image quality.

If it's none of them, then I agree you're going round the bend! :¬P

That picture looks fine to me. The dimensions haven't changed and the file size is 135.04 kB. Compare that with the file before you uploaded it. It hasn't been resized or compressed.

Perhaps it's my imagination, but I'm sure this image looks better loaded from my PC than on the interweb:

If you are using a gallery then any images you upload that have either their height or width greater the 1024px will be shrunk down proportionally. All images that are uploaded to a gallery or you image archive are thumbnailed automatically. This is done by the server and resamples the image down to 100 x 100px.

Future improvements to instant sites will give you more control when uploading and resizing via the WYSIWYG editor, including the option to resize on upload instead of just using HTML resizing.

Images may get re-sized depending on how you are inserting them.

If you choose to change the dimensions when you insert the image then this will use HTML to re-size things which often has a detrimental affect on the image quality.

If you insert an image without changing the sizes then the image isn't compressed or altered.

I'm assuming you aren't using the gallery or an Instant Site theme...  
If you are using a theme that 'helps' you to place/insert images then this automatically resizes the image using HTML which will change things.

Hello. When uploading jpeg files (800x533px), does the file get compressed or resized in anyway? Images I've put up don't look quite right, but I'm using a different pc, so not sure whether it's that or not.
