oh r well yes that castlejonathon posted about 4000 to get 14 wins so 4000 divided by 14=? 1400 cheats per prize

The decision has been made by our marketing and senior departments not to advertise on tv you see?

I can not imagine they have not thought about it and made a decision whether it was worth it.

Yes it is counted and is added to your profile once it has been accepted by a staff member.

So yours would be:

I don't know what the Staff use as criteria, but if it were up to me, it wouldn't depend on how many cheats you submit, it would be wether they actually work, how unknown they are and spelling aswell. I'd also check to see if they'd be copied (exactly) from somewhere else. Things like GTA, EVERYONE knows cheats to GTA, so i wouldn't give a GAD to someone who submits every GTA cheat, because they're probably the most common in gaming.

whats more likely to win cheat codes or things that you can do in the game that noone else knows about, that people would class as cheats?

I strongly advise that you do not use text language when submitting cheats, that includes all of the examples that you just stated...
