The company Blaze is releasing a handheld Mega Drive in the UK soon. Although it only costs £29.99 it won't be compatible with old cartridges, but will instead come with 20 built in games, like some of the other recent standalone joypads.
The games at the moment are listed as: Sonic and Knuckles, Golden Axe, Shinobi, Ecco the Dolphin, Alex Kidd - Enchanted Castle, Alien Storm, Altered Beast, Arrow Flash, Crackdown, Decap Attack, Dr Robotnik's Mean Bean Machine, Ecco Junior, Flicky, Gain Ground, Jewel Master, Kid Chameleon, Sonic Spinball and Shadow Dancer.
No word on extra functionality or battery usage at the time (built in or AAs). However, just like those other joypad style games it will plug into the TV.
Shame it's not like a new version of the Nomad, which was a rare (in this country) Sega pocket Megadrive and was great bar really bad battery time, but it gives people who want to go down the legal route of having a portable megadrive a chance to own something like it (the PSP and DS can both play Megadrive and SNES games via emulators).

Sonic & Knuckles without Sonic 3 to plug into it is like Frosty Jacks without an inebriated mate to share it with down the park...
