They wanted to get it out fast so it could challenge GTA but it never has and it probably never will unless it spends more time on the graffics and gameplay and the actual missions because the DRIVE TO missions were hardly challenging to even are youngster.

Fair enough they weren't the most challenging in the world, probably due to the follow the radar style of play.  Not many players will have bothered to learn the streets of LA to a level of familiarity that you could achieve in say GTA 3.  
Anyway, I did like the missions where you had to take out a van of armed robbers or escaping from the cars chasing you.

* Your actions have a point

* The aiming isn't crap

* The random crimes are excellent fun

* You earn points to upgrade you character

* Driving around doing things in the sandbox actually has a point because you work towards building up your character. In GTA it's just pointless destruction and that gets dull after half an hour

* The car chases are MILES better

* On another note being able to skip missions is a great idea since having to replay crappy races in GTA was very lame indeed.

* You can actually drive around in the sandbox and feel properly involved in the actions and events on the street.
